Mass arrests, extrajudicial killings, arbitrary detention, enforced disappearances, torture and ill-treatment of detainees must end.

Projekt rezolucji B7-0071/2012

Pino Arlacchi (S&D ), in writing . − I voted for this resolution because it stresses Parliament’s strong support for the EU’s active participation in the work of the UN Human Rights Council and the importance of holding common positions on the key issues that will be discussed during the 19th session of the Council. It is fundamental to underline that, with regard to human rights issues, all international actors must work for the elimination of double standards and for the avoidance of selectivity and politicisation.

Debate:

Pino Arlacchi (S&D ). - Mr President, I am not in favour of this agreement and many S&D colleagues agree with me for three main reasons. First, this agreement is a fait accompli. It is an additional example of an international action undertaken by the Commission without any consultation with Parliament, and Commissioner Füle informed us that it is not possible to modify it.

Pino Arlacchi (S&D ), in writing . − With this resolution we express our concerns for the forthcoming Russian presidential elections in March and we ask for compliance with international standards. According to the OSCE reports and to the GOLOS (the domestic election observation organisation) statements, the Duma elections of December 2011 were neither free nor fair and were marked by lack of independence of the administration, partiality of the media and state interference at different levels.

Pino Arlacchi (S&D ), in writing . − I voted against the extension of the EU-Morocco fisheries partnership agreement for several reasons. The first is that we are facing a clear violation of international law. Morocco is selling the natural resource of an occupied territory. According to the basics of international law, it would be able to do so only if the agreement were in accordance with the benefits and wishes of the local Saharawi people. The Moroccan Government has failed to show any such benefits or wishes. In addition to that, of all the EU’s ongoing bilateral agreements, the deal with Morocco is the worst.

Pino Arlacchi (S&D ), in writing . − I voted for this report because, considering that EU assistance funds are too limited to allow the EU to have an impact in all policy areas in Central Asia, I agree with the view that the cornerstones of the EU new approach in the region must be human security and regional cooperation. These issues are among the main sources of instability in Central Asia and can be targeted by EU efforts.

Pino Arlacchi (S&D ), in writing . − I strongly support this text because, as my report on a new strategy for Afghanistan denounced one year ago, it clearly underlines that the current arrangements for managing EU funds in Afghanistan are inadequate. Afghanistan is amongst the recipient countries receiving the most civilian aid from the EU general budget. In the period 2002-2010 the combined EU (European Community and Member States) budget for aid to Afghanistan totalled around EUR 8 billion, but a significant proportion of the EU aid was lost along the distribution chain.
