The role of EULEX mission is to assist the Kosovar institutions, judicial authorities and law enforcement agencies in their progress towards sustainability and strengthening an independent judiciary system and the customs service. The key priorities of the mission are to strengthen the fight against corruption and organised crime.

The Office of the Head of the EULEX mission in Kosovo has released ‘EULEX Programme Report 2010’. The text has 69 pages. Most of the report is characterised by platitudes, vague statements, incomprehensible acronyms and jargon about irrelevant organisational issues internal to local institutions and EULEX itself.

Reducing crime in Kosovo is the overarching objective of the EULEX mission. According to various reports, between 10 % and 15 % of all criminal activities in Kosovo are undertaken by members of the so-called ‘Drenica Group’. This illegal organisation, composed of people who belonged to the ‘Kosovo Liberation Army’, is exerting violent control over various forms of criminal activity in the region like arms smuggling, stolen cars, cigarette smuggling, exploitation of prostitution, trade in heroin and other narcotics.

Come riportato nelle tabelle elaborate dalla Commissione nel gennaio 2011 sullo stato degli impegni/pagamenti per paese/obiettivo, i dati sull'esecuzione dei fondi strutturali al 31.12.2010 presentano un quadro segnato da gravi ritardi in diversi Stati membri. La situazione è in parte imputabile alla congiuntura economica come conseguenza della crisi, che mette molti Stati membri e autorità locali in seria difficoltà nel reperire le risorse per il cofinanziamento, necessarie a completare gli investimenti europei.

Nel gennaio 2011 il Parlamento europeo ha adottato la risoluzione sull'adozione internazionale nell'UE. Tale risoluzione mira ad incoraggiare tutti gli Stati membri ad adottare una strategia europea, conformemente alle convenzioni internazionali, che migliori l'assistenza, le procedure di candidatura e i servizi post-adozione, al fine di tutelare al meglio gli interessi del bambino, così come previsto dagli artt. 3 e 24 della Carta europea dei diritti fondamentali, diventata vincolante con l'adozione del Trattato di Lisbona.

In the period 2002‑10 the combined EU (European Community and Member States) budget for aid to Afghanistan totalled around EUR 8 billion, but a significant proportion of the EU aid was lost along the distribution chain.
