Informe: Cristian Dan Preda (A7-0313/2011 )

Pino Arlacchi (S&D ), in writing . − I voted for this text because it clearly stresses the need for the EU to adopt an ambitious position at the 4th High-Level Forum on Aid Effectiveness. The Forum is a key moment and is expected to map out future commitments aimed at making development aid more successful and to help build up a new international aid architecture in order to achieve the Millennium Development Goals by 2015. Unfortunately, the previous high-level conferences failed to produce the necessary political pressure or a legally-binding framework.

For this reason the EU must send to Busan its higher-level representatives. As we know, development aid is not in itself enough to eradicate poverty and should address its causes, rather than its symptoms. The report indeed calls on the EU to reaffirm that aid should be regarded as a temporary measure aimed at fostering self-sustainable growth in developing countries, rather than as a long-term solution.
