Missing persons in Kosovo

As a result of the 1999 war in Kosovo, 1 869 persons are missing. The difficult issues surrounding cases of missing persons require a prompt response.

Experts from the European Union Rule of Law Mission (EULEX) support the activities of the local Office on Missing Persons and Forensics (OMPF). However, OMPF claims it has great difficulties in working with poor-quality documentation inherited from its UNMIK predecessors, and in retaining staff — who complain that they are underpaid, considering the qualifications they are required to have. According to various reports, the OMPF suffers from poor leadership, and there are signs that it experiences political interference. Moreover, the working group made up of OMPF and EULEX experts is not achieving its goals.

Given that uncovering the truth and enabling victims’ families to mourn their loved ones are vital preconditions for reconciliation between the communities and for a peaceful future in the region, can the Commission outline what EULEX could do to overcome the impasse that the OMPF is facing?
