Explanations of vote:

Pino Arlacchi (S&D ), in writing . − I voted in favour of this Resolution because I am convinced that transparency is the best way to prevent corruption, fraud, conflicts of interest and mismanagement. For this reason, the EU must provide a model of institutional transparency and modern democracy for the Member States as well as for third countries.

It is important to bear in mind that with the Lisbon Treaty transparency became a legally binding fundamental right of the citizen, and that the need for transparency is not limited to legislative procedures, but also covers the non-legislative work of EU bodies, offices and agencies. The first step is for the EU institutions to make as many categories of document as possible publicly accessible by default on their Internet sites, including budgets and lists of public procurement contracts awarded over the last three years.
